Device > Channels - Unprovisioned devices should not be shown in the "Select device" modal #14726

Observed behavior

Observed while regression testing #14705 but not caused by changes made in it - when I go to Device > Channels and attempt to import a channel from the local network I am seeing unprovisioned devices:

This seems to be working correctly in the Setup Wizard where the unprovisioned devices are filtered:

Expected behavior

The unprovisioned devices should not be listed in the modal.

Steps to reproduce the issue

1. Launch the Android or Mac app without completing the setup wizard
2. On the server device go to Device > Channels and attempt to import a channel from the local network
