Incorrect time in 12h mode

When choosing the 12h time display 12:11 pm in a different time zone is shown as 0:11 pm. The same is happening for 12:11 am, which is shown as 0:11 am.

This was observed on Ubuntu 22.04.03 LTS with Vivaldi 6.2.3105.51 (Stable channel) stable (64-bit).
