Consideration for @rickbrouwer as Repo Maintainer in kedacore/keda

I'd like to propose @rickbrouwer for the role of a [Repo Maintainer](https://github.com/kedacore/governance/blob/main/GOVERNANCE.md#repo-maintainer) in kedacore/keda repository.

He has demonstrated a relentless effort in improving both the KEDA software and KEDA community over all the community channels. The effort he puts in to KEDA is inspiring 🚀
