Rewrite tagsync suggestion script

• deploying KVM is stuck due to an old python version of the tag suggestion scrip

Solution(s)

• A. Update python
• B. Rewrite it in typescript and integrate it in the KVM frontend so no extra deployment is needed
• C. Rewrite in rust and serve from backend
