Integrate external `pip`/GoogleBigQuery notebooks into Github Action workflows in this repository

After Dylan has finished the Issue and PR stats downloads and analysis in #1, next we should try to complete integrating all of our automated metric tracking into this repo. This includes

1. Keeping historical records of the data we already have from external notebooks (like those mentioned in the title)
2. Creating new Github Action workflows to replace them (such as grabbing monthly pip installs every month).
