ci: track empty docs/_static and docs/_templates dirs

Sphinx's html_static_path and templates_path entries in conf.py
referenced these directories. They exist locally but were empty,
so git wasn't tracking them; the docs CI on a fresh clone failed
with 'html_static_path entry _static does not exist'.
