Allow use of existing jf cli that is already setup as a bamboo capability

**Is your feature request related to a problem? Please describe.**
Not really a problem but would prefer not to have to install the cli as part of the task.  We have the cli installed already as a bamboo capability.

**Describe the solution you'd like to see**
Would like to see an option to use the bamboo capability version of the cli and bypass the install steps
