Use OSSRH staging API compatibility endpoint for Maven Central

Switch nexus-staging-maven-plugin to point to the new OSSRH staging
compatibility URL (ossrh-staging-api.central.sonatype.com) instead of
the deprecated oss.sonatype.org endpoint.
