Spain: 13 provinces (about half the nerfs) increased from 34-->35 Liferating, Caribeno, Afro-Caribeno added as accepted.
Belgium: Increased base pop by 50%.
Netherlands: Increased base pop by 50%, nerfed liferating from all provinces 37-->36.
Sweden: Increased base-pop by 50%.
Denmark: Increased base-pop by 50%.
Finland: Increased base-pop by 50%.
Russia: Twenty provinces (entirety of nerfs from Vanilla) changed from 30-->33 liferating.
