Charter: test suites?

I see no mention of test suites. From our perspective, that alone would result in a formal objection if this charter were up for a vote.

@martinthomson Are you talking about web platform tests or are you referring to something else? We agree that tests are necessary, but would like to make sure we're clear as to which tests are required to be mentioned in the charter.

We have put in place a good amount of Web Platform Tests here, is this more or less what you are looking for to be represented in the charter?

I have a slight preference for WPT, especially given that this is already in progress. I just want the charter to require tests before something is considered fit for publication.

I've proposed a few updates to the charter text, including moving the desire for test suites from non-normative to a normative requirement for web platform tests. See #21.
