Screen flickering when using yascroll

When I turn on yascroll mode, the screen flickers whenever I scroll (super low refresh rate). This doesn't happen when yascroll mode is disabled

Same problem on windows 64 bit emacs 25.2, but no flickering on Linux.

Can confirm this issue as well, and it also seems to be limited to Windows.

Can confirm no flickering on Linux. GNU Emacs 26.1 (build 2, x86_64-pc-linux-gnu, GTK+ Version 3.22.11) of 2018-05-29.

I don't have this issue on Windows 10 (x64) system. Do this bug still appearing? Thanks!
