The show debug toolbar should always be shown to the user.

Describe the bug
The show debug toolbar ( step up and step down ) icons are displayed only if the user selects the show debug toolbar option. I need this to be open always to the user

To Reproduce
Steps to reproduce the behavior:

1. Go to debug view the step up and step down icons are not displayed by default.

Expected behavior
The step up and step down icons should display by default
