fix: correct header privacy policy and terms of use links in ducuments to point to deployed site

Updated "Privacy Policy" and "Terms of Use" links in the top navigation section of the README
Replaced relative paths with full GitHub Pages URLs to ensure proper navigation in production
Completes documentation fixes missed in previous commit
