Check validation on Award Number in HydroShare Funding element

Description of the bug

We have recently had a couple of HydroShare resources that were registered with the DSP that had illegal control characters in the Award Number field of the Funding element. These were created in HydroShare, but we need to check the validation on the the same field in the DSP to make sure that the form validation does not allow entry of invalid control characters in this field.

The Award Number field is invalid if illegal control characters are entered.

@horsburgh - Could you elaborate on what these invalid characters are? Perhaps we can improve our schema definition to use a regular expression for this field.

@pkdash would know better than me. I thought they were just empty space characters, but Pabitra said they were control characters - likely some sort of non-printing characters that likely got inserted into the field as a result of a user copying and pasting text into the field rather than typing characters into the field. I think you could probably do a regex that matches any character that is not a standard printable ASCII character.
