Implement AlertManager for custom Prometheus Installation

There was already an attempt to create an AlertManager installation in improvements_helm_chart branch, but it wasn't complete.

The leftover files and broken logic is fixed in this commit@kubernetes-ready-pgwatch branch.

It should be properly implemented.
