[Research] Threshold/MPC key recovery schemes

Goal: have a centrally known encryption key (that is refreshed on occasion) with a shards of the key(s) distributed and recoverable ONLY on some condition of a settlement layer contract (i.e. Ethereum). Thus an operator always has all keys, and provably has mechanisms to reveal keys.

Note that the proxy should not decide what is required, only provide suggestions to plug into.
