The total number of utility vehicle parts has expanded, but the number of slots per tile has remained static. This leads to aberrant/unintentional/nonsensical part incompatibilities. One can't, for example, put an NBC Seal or an Inboard Mirror on a tile with a Foldable Seat.

Review "anywhere" parts. Determine a sensible way to conceptualize these (tentatively a "hanging from roof" layer) Add an additional "layer" on which parts can be installed.
