support Azure Artifact Signing for binary signing

Hi, I am the maintainer of rpx and would like to use Azure Artifact Signing as it's considerably cheaper than SSL.com.

Would it be possible to extend cargo-dist to support this provider?

I've made a pretty dirty monkey patch to use it but I think I'm not signing enough of things for it to work properly as evident by windows defender calling my powershell install script a trojan.

I think it should be doable, but since I don't have access to Azure's artifact signing I'm not in a position to implement/test it myself. Would you be willing to submit a patch? I could attempt a patch yeah. I should note I'm not very proficient at rust so I'd appreciate the review.

Alternatively I'd be open to provisioning you a test instance of the certificate you could use for development if you're already familiar with the codebase. I have most of the infra already set up on my side from the monkey patch attempt.

EDIT: I took a second to look over the implementation necessary for this and I should be able to write the patch after all.
