Upgrade the arrow dependency to version 59

Is your feature request related to a problem or challenge?

Currently, the main branch still depends on Arrow version 58, whereas DataFusion has updated to version 59. My project depends on both DataFusion and Iceberg, which prevents me from updating the DataFusion version; are there any compatibility issues hindering Iceberg from updating its Arrow dependency?

I think we'd welcome a contribution here, although I'd appreciate others chime in.

I suspect that you'll need to update DataFusion, Arrow, and Parquet crates (since we provide a DataFusion integration). Here's a previous PR for DataFusion 53, Arrow 58: #2206
