Consider upgrading to Qt 6.11

Problem

We’re using 6.9.1 currently. 6.10+ brings Windows ARM64 support and fonts/graphics rendering improvements. It might also fix the common issue of the review screen getting stuck on the front side (I’m doing my daily reviews on 6.11 this week to confirm).

Solution

• Update all versions in the qt dependecy group in qt/pyproject.toml (requires-python update also required)
• Monitor beta testing reports and open Qt issues: https://github.com/ankitects/anki/issues?q=is%3Aissue%20state%3Aopen%20qt%20label%3Aqt

I'm seeing the issue less with Qt 6.11. Not completely gone, but there's some improvement.

Keeping this open as a reminder to monitor beta reports.
