Custom HTML block disappears

Description

After 7.0, Custom HTML block is not working properly. After adding HTML code, the block completely disappears on the post edit page, leaving a blank space. Also the preview option appears to have been removed or is not populating. It is no longer present The edit options for the block come up only if a user clicks on that empty space.

The HTML code is still there, and works in preview mode or live post.

Step-by-step reproduction instructions

1. Go to Post
2. Click on Add Post
3. Click on Add Block
4. Search for Custom HTML and click on to add
5. Click on Edit HTML
6. Enter HTML code, click Update
