Adding a new chain to the Explorer

1. JSON-RPC spec for Wallets — Radius Network is fully EVM-compatible, so the existing Ethereum JSON-RPC spec applies.

2. CASA namespace spec — EIP-155 namespace already exists for EVM chains.

Additional context

Radius Network is an EVM-compatible, stablecoin-native platform for high-throughput, low-cost payments. Native currency is RUSD (Radius USD, 18 decimals). Mainnet launched March 5, 2026.
