#1557 moves the search bar to the top left of the header. Review and separate this code into a new PR (without the animation).
This might not be the final decision for the search bar location - when more work is done on the search results panel, it might feel better at the top of the search results tab (however this will sacrifice visibility of the feature). However, we need to move it somewhere for now as we'll get rid of the footer in this sprint, where it currently sits.
