[Bug 🪲]: Themes not fully applied on restart when in Small mode

Describe the Bug

When in "Small mode", after restarting Steam, it will barely apply the theme (it only applies to the toolbar dropdowns and to the Play button when right-clicking a game).
The workaround is to go back to normal view mode, disable the theme, enable it, then switch back to "Small mode".
I tried testing with two different themes (Old Steam and SpaceTheme).

Steps To Reproduce

1. Enable a theme
2. Switch to "Small mode"
3. Restart Steam or computer
4. Steam launches in "Small mode" with barely applied theme
