Provide a loader for the BerSANS 2D format (Trac #729)

Tickets SasView/sasview#331 and SasView/sasview#641 have addressed all the file formats identified as desirable to support with the exception of the BerSANS multiple file 2D ASCII format (HZB/KWS).

This should also be supported if possible.
