[feature] Extend the CLI tool with static namespace exporting capability

Scope

• The export CLI tool shall be able to connect to a Kubernetes API (standard CLI mechanism), and export all namespaces available listed through the API.
• Add an extra chapter to TUTORIAL.md describing the necessary steps.
• No CLI configuration is expected. All API parameters are fetched from $KUBECONFIG.
