So far Frostbite was only in Legends: Arceus, not any mainline games. It's a status condition similar to Burn, dealing per-turn damage, but lowering Special Attack instead of Attack.
Competitively, this is more strategic than Freeze, which just disables a Pokémon for some number of turns. In-game, I appreciate when a lucky Freeze benefits the player against some NPC; and so far Gen 1 to 9 have kept it that way.
Even so, I'm opening this issue so we don't forget about the question, especially if Gen 10 happens to replace Freeze the way Gen 9 replaced Hail.
