Canon Hail damages non-Ice types. As of Gen 9, it's replaced by Snow, which raises Ice-types' Defense by 50%.
Currently PC makes Hail raise Ice-types' Defense by 50%, in addition to damaging non-Ice types. We made this change before Gen 9, to put Hail on par with Sandstorm, which raises Rock-types' Special Defense by 50% (since Gen 4) and damages non-Rock-, Ground-, and Steel-types.
Typical competitive player opinion seems to be that Ice types really needed the Defense boost, but that per-turn damage might still not be a good thing, since it hurts your team as well, which is unlikely to have more than one Ice type.
If we make this change, the move Hail would be replaced by Snowscape, and the weather Hail would be replaced by Snow. The graphical effects, and the interactions with abilities and moves like Slush Rush, Blizzard, etc, would be unchanged.
