[Create Album] button suggested to users not allowed to create albums

As of today the app displays the [Create Album] button when the user is allowed to upload photos.

For a Community user (status `normal` or `generic`), this is misleading when the user is not allowed to create sub-albums. The app returns an error 401 but it would be better to not display the button.
