Allow the ability to apply the Server config changes globally rather than just one world

There were times were I wish the change I made on the Server can work globally but can't because it's stuck on a world unless if I copy it, which you can't do while creating a new world. For example I want all worlds to have the new Entity Loot Table changes.

That is really something you want to discuss with forge because I definitely don't want to be messing with their config system and it would also make SB config work inconsistently with other mods' configs
