Prepare prioritized list of algorithms requiring hierarhical parallelism

After we are done collecting use cases in #8358, we should explicitly list out the CUB algorithms we feel would benefit the most from hierarchical parallelism

This issue can be closed when we can enumerate this list of algorithms
