Automatically publish new versions to npm

GitHub Actions provides simple support for [authenticating with the npm registry](https://docs.github.com/en/actions/language-and-framework-guides/publishing-nodejs-packages#publishing-packages-to-npm-and-github-packages), which would allow us to automatically publish new versions of the SDK to npm.
