Background
The SDK has broad functional and TCK coverage across gRPC, JSON-RPC, and HTTP+JSON transports, plus targeted microbenchmarks. We need a repeatable first-version performance test kit that measures realistic SDK behavior and produces report-only artifacts without introducing unstable performance gates.
This issue is intentionally scoped to the first usable performance-kit milestone.
