Button to open Orchard.exe (VSIX-45)

For Orchard 1.x we could have a button on the toolbar to launch Orchard.exe (we know its path). Have a setting to launch it in PowerShell of CMD. If possible to determine, use the same that's configured for the Win+X menu under Windows 10.
