[bug] Request Geography tooltip is clipped for bubbles near the top of the map #623

What happened?

On the Network Stats page, hovering over a bubble near the top of the Request Geography map causes its information tooltip to be clipped or hidden outside the map container.

Expected behavior

The tooltip should remain fully visible, repositioning below or beside the bubble when there is insufficient space above it.

Steps to reproduce

Open https://console.darkbloom.dev/stats.
Scroll to the Request Geography section.
Hover over one of the bubbles near the upper edge of the map.
