The internal Discord log should send a message whenever an IRC bot reporting activity leaves or enters the channel. This would help debug issues like that of June 4, when the bots started getting kicked out of channels due to excess flood.

Detect whether the name matches that of an IRC bot for reporting activity, and log it using the standard logger.
