hg38 with latest gencode version-Annotator Request

There are certain issues with oc.

1. RefSeq transcripts should be displayed along with Ensembl mane transcript.
2. Although, MANE)+_summaryV1.4.txt file provide updated transcript of RefSeq when gencode mapper (should not be used as it is not compatible to filtering the variants in GUI), for some variants it do not show a updated cDNA change and protein change.
3. Its high time to update the gencod33 (sqlite and pickle file) to the latest version.
