The dependencies in HCC are all using local references. We should get rid of all possible local references, and use nuget instead.

Describe the solution you'd like

• Update all possible dependencies to use nuget.
• Update all underlying dependencies to their most current version, where possible.

This does not include the DNN references. Those should match the updates in the related issue #515.
