I have the same problem with Guake version 3.10. When setting the shortcut using Czech layout, the shortcut is registered with the correct symbol. However the shortcut only works for the symbol position at US layout and it does not matter which layout is active.
If it's registered for symbol which does not exists on US layout, e.g. "ěščřžýáí", it does not work at all.
