[Feature] Make download tables less ugly

Is your feature request related to a problem?

The download tables are horrifically ugly, overly dense, and still fairly hard to intuitively read despite improvements over the past few months

Describe the feature you'd like

• get rid of the ugly header styles
• use rounded borders for selection
• use relative dates and tooltips for full dates (shortDate is really ugly)
• move the badges to their own columns, and maybe remove the latest badge/only show latest
• maybe do a basic/advanced view? not sure how that'd work
• increase table spacing a bit more, maybe add a second line of text to the downloads so it doesn't look super empty (maybe release type or date or something?)
