Do you think it's possible to block this off completely?

I live in Russia, and i have been having concerns as to reliability of this type of vpns, because our communist government is very well aware of these encrypted proxies and are cracking down relentlessly on them, as of right now, i still can find some proxies with which i can connect to outside world, but it became very very hard to find it, i don't know what i'd do if they'll stop working altogether, because i don't know any working alternatives to this, would appreciate if anyone could help me with information, this is very disheartening times I live in.

Существует огромное множество различных причин, по которым сервер может быть недоступен, и потому нецелесообразно тестировать их в таких сборниках, так как результаты могут отличаться у каждого пользователя. По этим же причинам уже нерабочие сервера могут долго оставаться в списке. Хотя, возможно, процент недоступных серверов действительно может быть выше в регионах с высокой интернет цензурой.
Также отмечу, что это не лучшее место для подобного вопроса. Если вам нужны техническая аналитика и прогнозы, то обратитесь к группам по проектам вроде zapret`а, а если просто ищете доступный способ обхода блокировок, то проще будет купить подписку на какой-либо сервис.

As far as I understand, that's normal — most proxy servers from the list end up being unreachable. There are a huge number of different reasons why a server might be unavailable, so it's impractical to test them in such collections, since results can vary for each user. For the same reasons, already non-working servers can remain in the list for a long time. Although it's possible the percentage of unavailable servers is indeed higher in regions with heavy internet censorship.
I’ll also note that this isn't the best place for that kind of question. If you need technical analysis and forecasts, turn to groups for projects like zapret; if you're simply looking for a working way to bypass blocks, it's usually easier to subscribe to a paid service.
