bd-5ibpa3: exact next command, the four traps already paid for once (fleet down,
zero-is-not-a-result, do-not-edit-the-timed-positive-row, ledger already red at
452 pre-existing rows), and the closing bar — a cited ratio from an observed
run, never 'the harness compiles'.

bd-d1-convert-queue-head-pjavyk: flagged in_progress but not advanced this
session; effectively unclaimed. Blocked on fleet health either way.

Working tree clean, nothing half-landed.
