Switch license from GPL-3.0 to MIT and bump version to 9.1.3

- Replace LICENSE file from GPL-3.0 to MIT
- Update SPDX-License-Identifier headers in all files
- Bump ModuleVersion from 9.1.2 to 9.1.3
- Regenerate API from Proxmox VE
