This feature is not easily compatible with solvers other than the sequential one, and it's important to homogenise the solvers for PF and for users.
Generally, this feature has not been enabled by default for a long time, and I never hear about anyone using it. It's probably still in use with some, but it's become less relevant over time. As the solvers improved, it became less necessary to manipulate percentages directly. It was always intended to be an escape hatch for complex setups, but those can now be solved easier with in other ways.
This will be done to prepare for input-based solving and per-floor solver choice (features that will make this even more unnecessary in themselves). It should probably be done in conjunction with #93.
