chore: remove specsmith governance files from repo; update public-facing metadata

Removed from tracking (kept locally via .specsmith/ gitignore):
- .specsmith/ (17 runtime/governance files)
- AGENTS.md (specsmith session governance)
- scaffold.yml (specsmith project config)
- docs/COMPLIANCE.md (specsmith generated)
- docs/governance/ (11 governance markdown files)

.gitignore updated to permanently exclude all specsmith artifacts.
specsmith remains installed globally via pipx for local use.

README: version badge updated 1.1.0 -> 1.2.0
