EXPAND.EXE fails to decompress these files. I have to use expand.exe from Win3.1 days in DOSBOX. WinXP (and probably 2000) also use a similar format.

the idiots @microsoft used the same name (Expand.exe) for two completely different programs, which used different compression algorithms. lazy bastards didn't even bother to use a new name, like expand2.exe or similar.
